Doug Martin - Martin Jenkins
Doug Martin is one of New Zealand's most respected advisors on public sector reform with more than 20 years' experience. He has an extensive track record in advising New Zealand and overseas governments on organisational restructuring and change management.
Doug recently undertook a review of the performance of the New Zealand Qualifications Authority as a result of difficulties with the 2004 Scholarship and more generally the implementation of NCEA. He was appointed the independent reviewer by the State Services Commissioner.
Doug has recently completed several major assignments for Waikato University. These have involved advising the university on its strategic positioning in light of the Government's tertiary education strategy, reviewing the senior management and administrative structure of the University in light of its new vision and strategic direction, and analysing the feasibility of the university establishing a campus in Manukau City. Doug is also advising the Waikato Management School on achieving accreditation with international accreditation agencies.
Doug is currently advising the steering group of Accelerate Auckland on the establishment of an ongoing collaborative mechanism and on an application to the Tertiary Education Commission for funding to undertake a variety of projects directed at addressing skill shortages in the ICT industry in the Auckland region. He is also managing, for the Department of Building and Housing, the closure of private building certifiers prompted by the new Building Act.
Doug has also undertaken reviews of the organisational structure, capability and capacity of the Environmental Risk Management Authority to position the authority for the removal of the moratorium on genetically modified organisms and implementation of the Government's new hazardous substances strategy, and various reviews for the Ministry of Agriculture and Forestry.
In recent years, Doug has taken up a number of government appointments including as a member of the Alternative Disputes Resolution Panel, set up to resolve the long-running secondary teachers dispute, and as chair of Specialist Education Services during the Crown entity's transition into the Ministry of Education. He was also change manager for the establishment of SPARC (Sport and Recreation New Zealand).
Doug is an advisor to the Moriori on its Treaty claim with the Crown.
In 1999-2000 Doug was chief of staff to the then Prime Minister, the Rt Hon Jenny Shipley. Prior to that he was purchase advisor to the Rt Hon Jenny Shipley and the Rt Hon Bill Birch.
Before establishing MartinJenkins in 1993, Doug was employed by the State Services Commission as assistant commissioner. During this time he was the Government's principal advisor on the reform of public sector management and industrial relations.
